Comprehensive Plan - Overview
The process for updating the Comprehensive Plan 2025-2045 has started! This new plan will chart the growth and development for the next 20 years and will be reviewed and updated as necessary every five years. Please engage with and take the survey for the comprehensive plan using the buttons above!
The Comprehensive Plan addresses all aspects of a citizen’s life – including housing, health, economy, education, transportation, recreation, and the natural environment – and how land use decisions can be made in order to enrich these aspects in an equitable manner.
The Comprehensive Plan is based on extensive public input, and is adopted or amended only after careful and thorough analysis of the existing conditions, growth trends, and the projected future needs of the area. It is intentionally broad in nature in order to permit flexibility in land use decisions, as there is no “one size fits all” solution for the highest and best use of any given property, and as different demographics in the County require different means of achieving the same quality of life. Small Area Plans are one specific means of identifying targeted policies and objectives for specific subareas within the County.
While Comprehensive Plans are a guide and do not have the force of an ordinance, they do have legal status in making land use decisions, as established in Virginia State Code 15.2-2232. The Comprehensive Plan is mandated for each jurisdiction in Virginia and serves as a visioning document for development and land use in the jurisdiction.

Transportation Update
